Singapore driving licenses are valid in Germany. You are allowed to use it for six months and later have to make a German license. Here comes the tricky part, you must hold a valid Singapore license during your first registration in Germany. Steps for conversion: Get your license translated to German language. This can be done at ADAC centers with cost of EUR 55 (check current fees at ADAC website). It normally takes 1 or 2 weeks to get the translation.
